What is the HRDF/ HRD Corp claimable fund?
The HRDF (Human Resources Development Fund), or HRD Corp (Human Resource Development Corporation) is a program in Malaysia established for employers to invest in the training, upskilling and development of their employees.
Typically, employers contribute 1% of the monthly wages of each employee into their company’s fund account. Then, they can use the money in the fund account to conduct approved in-house training, public programs or overseas trainings.
It’s important to understand that only specific training programs and providers which are pre-approved by HRDC are eligible for claims, and these may include:
- Technical and soft skills training
- Professional certification programs
- Upskilling and reskilling programs
What’s the difference between HRDF and HRDC?
HRDC is the short form of Human Resource Development Corporation, whereas HRDF is the short form for Human Resource Development Fund. The confusion arises because in the past, HR practitioners and trainers used to refer to both as HRDF.
Today, HRDC is referred to as the governing body, whereas the HRDF refers to the pool of money collected from the employers’ contributions.
A good usage example would be, “I am waiting for HRDC (the governing body) to approve my claims from my company’s HRDF (the money in my company’s fund account)”
Who can apply for HRDF grants?
If you are:
- an employer
- have registered with HRDF; and
- have started making the required contributions
then you may apply for approval for specific training programs.

I heard that my company’s funds may expire! Is there any time frame/ expiry date to apply for training programs?
Yes, HRDC encourages employers to use their funds, so funds must be used within two years from the date of the contribution.

Nonetheless, here are the 4 critical steps to take:
- Employer Registration: Your company must register with HRDF and start making the required contributions
- Training Application: You must apply for approval for my training programs via the Employer Portal
- Conduct Training: I will conduct the training for your employees!
- Claim Submission: You can submit claims for reimbursement of the training costs, including food or seminar room fees. I will liaise directly with HRDF for settlement of my training fees
How much can we claim from HRDF for each course?
A) Trainer’s Fee
The amount claimable depends on the type of training and the duration of the course. As we are training providers approved by HRD Corp, you are able to claim up to RM10,500 a day for the trainer’s fee for in-house trainings.

B) Meal, Travel, Air Tickets and Material Allowances
B1) Training at Employer’s Premises
- Meal allowance: RM100 / pax / day
- Trainee allowances and external trainer allowances:
≤ 100 km = max RM250 / pax / day
> 100 km = max RM500 / pax/ day - Overseas Trainer Daily Allowance = RM400/day (if training conducted by a trainer from abroad)
- Air Tickets (to attached invoice from travel agency)
- Consumable Training Materials (purchase of A4 paper, mahjong paper, marker pens, etc) = RM100 (No supporting document needed)
B2) Training at External Training Premises / Hotel
- Trainee allowances and external trainer allowances:
≤ 100 km = max RM250 / pax / day
> 100 km = max RM500 / pax / day - Overseas Trainer Daily Allowance = RM400/day (if training conducted by a trainer from abroad)
- Air Tickets (to attached invoice from travel agency)
- Transportation = as per quotation
- Consumable Training Materials (purchase of A4 paper, mahjong paper, marker pens, etc) = RM100 (No supporting document needed)
Where is the venue to attend the HRDF courses? Could it be online?
For in-house trainings (i.e. the workshop is for your company only, there will be no participants from other companies attending), there are 3 choices:
- At your own premises (You’d need a large enough seminar / meeting room)
- At an external premise (event spaces, meeting spaces) or hotel
- Virtual (usually via Zoom, MS Teams or ClassIn)
